About ReHouse Bay

Residents, elected officials, city and county staff are dedicated to revitalizing Bay County in the wake of Hurricane Michael. Housing repair and construction are top priorities; investing in residential infrastructure is the first step in creating strong neighborhoods and reestablishing our county’s unmatched quality of life. The goals of the ReHouse Bay initiative are to inform residents of available housing programs, assist them in applying for housing resources, and efficiently distribute state and federal housing assistance funds. ReHouse Bay offers programs that:

FAQs

How is ReHouse Bay Funded?

Bay County and the City of Panama City received nearly $36 million in funding from the Florida legislature through the Hurricane Housing Recovery Program (HHRP) to support housing recovery following Hurricane Michael. HHRP is built on the framework of the long-standing model of success, the State Housing Initiatives Partnership (SHIP) program, which provides funding directly to cities and counties to address affordable housing needs in their communities.

Who Can Receive Assistance from ReHouse Bay?

To be eligible for ReHouse Bay programs, you must be:

  • A resident (or a future resident) of Bay County; and
  • A household earning less (annually) than the amounts listed below, based on the number of people living in the home; and
  • Able to meet certain requirements specific to the type of assistance needed (applicant requirements will be listed with forthcoming program overviews)

What Types of Assistance Does ReHouse Bay Offer?

Housing Recovery and Mitigation Program
Helps eligible Bay County homeowners make repairs to their homes

You can take advantage of this program if you:

  • Own a home that was damaged by Hurricane Michael and you have exhausted all insurance, SBA, and FEMA assistance that may be available to help with home repairs
  • Owned a home damaged by Hurricane Michael and you did not have insurance.
  • Owned a home at the time of Hurricane Michael and still have unmet hurricane recovery needs.
Disaster Recovery Purchase Assistance Program
Helps first-time homebuyers purchase a home in Bay County

You can take advantage of this program if you:

  • Can obtain financing and secure a mortgage
  • You have a minimum of $1,500 to apply towards closing costs.
  • Are willing to purchase a home in Bay County with a maximum sale price of $165,000 in the City of Panama City or $175,000 in other parts of Bay County.
